New Beginnings: Moussa Batraki to Lead OACPS into a Transformative Era

Moussa Saleh Batraki has been appointed as the new Secretary-General of the Organisation of African, Caribbean, and Pacific States (OACPS), effective March 3, 2025. The announcement came during a Troika summit led by Angola’s President João Gonçalves Lourenço. Batraki takes over from Georges Rebelo Pinto Chikoti, who has been in the position since 2020.

Batraki brings over two decades of extensive experience to his new role, having previously served as Chad’s Minister of Economy, Planning, and International Cooperation, as well as Minister of Land Affairs, Housing, and Urban Planning in 2022. His previous roles also include acting as a Technical Adviser to the President and serving as the National Authorising Officer for the European Development Fund’s 11th cycle.

His international experience is marked by collaborations with prominent organizations such as the United Nations and the African Union, where he has worked in various countries including Chad, Côte d’Ivoire, Somalia, the Democratic Republic of Congo, and Madagascar. Batraki’s focus areas encompass security sector reform, democratic governance, rule of law, and peacebuilding.

Academically, Batraki holds an advanced diploma in Peace and Conflict Management from the World Peace Academy in Switzerland and multiple master’s degrees in Governance of International Institutions, as well as Political Science and International Relations. He is fluent in French, English, and Arabic, making him a versatile leader in an increasingly interconnected world.

Batraki’s appointment signals a strong commitment to leveraging the expertise of seasoned leaders within international organizations. His extensive background and dedication to addressing critical issues affecting the African and Caribbean regions foster optimism that his leadership will enhance cooperation and development initiatives across these areas. With a focus on collaboration and stability, Batraki’s tenure may mark a significant chapter for the OACPS and reinforce the organization’s mission.
