Fijian cybersecurity experts have raised significant concerns about the dual nature of digital opportunities and threats as the region undergoes rapid digital transformation. This cautionary note was emphasized during the Pacific Regional and National Security Conference, where it was highlighted that incorporating cybersecurity measures from the outset is critical to prevent a potential digital trap.
Tupou Baravilala, Fiji’s Director-General for Digital Government Transformation, stressed the necessity of securing meaningful internet connectivity for the population. She described the region as entering a “fresh digital landscape” that offers Pacific nations a unique chance to bypass the outdated infrastructures that afflict more developed countries. However, she also warned that this transformation must be accompanied by equipping communities with the knowledge and tools required for safe navigation in the digital space.
The urgent call for a robust cybersecurity framework comes in light of rising cyber threats targeting Fijians, as noted by Savenaca Siwatibau of Fiji’s Critical Infrastructure Cyber Security Unit. He observed that with Fiji reaching a connectivity rate of 96 percent, ensuring safety in this expanded digital realm is paramount. Siwatibau emphasized the importance of government and community collaboration to create a secure environment where technology can truly empower lives.
Additionally, the risks posed by misinformation and digital manipulation were underscored by Matthew Watson from the UN Office on Drugs and Crime. He pointed out that algorithms influence online narratives, emphasizing the need for increased awareness and education about digital illiteracy and misinformation across the population.
These discussions resonate with broader strategic frameworks such as the 2050 Strategy for the Blue Pacific Continent and the Boe Declaration, which highlight the importance of cooperative efforts, harmonized laws, and the development of a safe digital environment throughout the region.
Fiji’s proactive measures in cybersecurity, including the anticipated National Cybersecurity Strategy for 2025-2030 and established initiatives like the Computer Emergency Response Team (CERT), reflect an optimistic outlook towards combating digital threats. These initiatives are aimed not only at protecting citizens but also at inspiring a collective regional approach to enhance cybersecurity across the Pacific.
