Naiyaca Campus Delays: What’s Holding Back Fiji’s Next Educational Hub?

A contractor has cited design issues, payment delays, and adverse weather as key reasons for the ongoing delays in the construction of the Fiji National University (FNU) Naiyaca campus project. This initiative, which aims to establish the first FNU campus in Labasa, has faced scrutiny due to the substantial financial investment and limited progress over the years.

Historically, FNU operated from rented spaces in Labasa, leading to high expectations among local residents who hoped for a timely completion of the campus that promises enhanced educational opportunities in the Northern Division. Not only would the campus serve local students, but it would also alleviate the financial burden on families who currently send their children to Savusavu or Viti Levu for tertiary education.

The project commenced with the construction of an administration building and related facilities, costing approximately $36 million. Initially announced in March 2016 with a projected completion by late 2017, delays have plagued the project, leading to revised timelines. In 2018, FNU signed a contract with Kartika Construction Plumbing Services Ltd for the first phase, aiming for completion by December 2019. However, as indicated in subsequent reports, this timeline was pushed to the first semester of 2021.

The contractor, who chose to remain anonymous, explained that weather-related challenges were significant, with prolonged rainfall hindering construction activities over an eight-month stretch. Additionally, they noted that design changes requested by FNU also contributed to delays, as coordination issues arose between different design documents.

The impact of this project extends beyond just infrastructure; it symbolizes a commitment to improving educational access in the region. Despite the setbacks, there remains a hopeful outlook that once completed, the Naiyaca campus will provide valuable opportunities for local students and their families.

It’s important to remain optimistic that with the right adjustments in management and design coordination, the project can be completed successfully, fulfilling its promise to the community and enhancing educational resources in the Northern Division.
