MSAF Implements Mandatory Drug Testing for Seafarers

The Maritime Safety Authority of Fiji (MSAF) will require all licensed seafarers to undergo mandatory drug testing in a move aimed at enhancing maritime safety across Fijian waters.

MSAF Chief Executive Officer, Joweli Cawaki, announced that this decision is part of a comprehensive legislative review planned for this year to bolster safety standards and ensure the wellbeing of crew members at sea.

According to Cawaki, seafarers undergoing training at the Fiji Maritime Academy will be subject to drug testing as part of their licensing process.

“The issue with MSAF is that there are no conditions attached to the license, but adding a drug test requirement is a major priority,” stated Cawaki. “There are many cases of drugs being found on boats, ships, and vessels. To deter such illegal activities, we will start drug testing.”

The initial phase will commence at the Maritime Academy to ensure that new students obtaining their boat operating licenses are drug-free and aware of the implications of illegal drug use.

Cawaki also mentioned that existing license holders actively operating vessels would have to undergo regular drug tests.

“These tests will be conducted periodically to ensure continued compliance with safety protocols and uphold the highest standards of professionalism and safety within the maritime industry,” he explained. “The safety of our maritime operations and the wellbeing of our seafarers are paramount. Introducing mandatory drug testing is a critical step towards maintaining a safe and responsible maritime environment in Fiji.”

This measure aims to prevent accidents and incidents caused by impaired judgement due to drug use, thereby safeguarding human lives and marine resources.

“If a seafarer tests positive for drugs, their license will be immediately suspended, and penalties will be applied according to the severity of the offense,” said Cawaki.

The strict enforcement highlights MSAF’s zero-tolerance stance on substance abuse within the maritime sector, ensuring that only competent and responsible individuals operate vessels in Fijian waters. This initiative aligns with international maritime standards and best practices.
