MOC21 Opens in Honiara as Pacific Nations Align on South Pacific Fisheries

The Pacific Islands Forum Fisheries Agency (FFA) is currently hosting the 21st Management Options Consultation (MOC21) in Honiara, Solomon Islands, where representatives from 17 member countries, along with organizations like the Pacific Community (SPC) and the Western and Central Pacific Fisheries Commission (WCPFC), are gathering to discuss vital fisheries management issues.

During the opening session, FFA Director-General Noan David Pakop emphasized the MOC’s significance as a pillar of regional fisheries governance, enabling member nations to unify and strengthen their positions ahead of the WCPFC’s 22nd Regular Session scheduled for December. Pakop reiterated, “The MOC ensures our collective positions reflect both our national realities and regional principles, grounded in the shared objective of safeguarding Pacific fisheries for our people.”

Key areas of focus for this year’s consultation include improving Conservation and Management Measure CMM 2013-06 from Article 30, enhancing transshipment procedures, and advancing harvest strategies. Participants are also set to explore emerging topics such as climate change risk assessment tools, bycatch management, and ecosystem strategies that can bolster collaborative approaches in the region.

One of the primary goals of MOC21 is to implement a robust Management Procedure for the South Pacific albacore fishery in preparation for WCPFC21. Pakop noted the successful adoption of a Management Procedure for skipjack in 2022 as a reflection of strong regional collaboration. He stressed the importance of unity and active member engagement to ensure the Pacific is represented effectively during negotiations.

The Director-General acknowledged the commitment demonstrated by member nations in preparing for the consultations, including efforts by subgroups and the scientific input from SPC and WCPFC. He highlighted that the recent agreement on proportional allocation marks a significant milestone after over 20 years of deliberation, showcasing the strength in unity among FFA members.

MOC21 is set to continue throughout the week, with the objective of formulating science-based proposals for sustainable management of the South Pacific albacore, ensuring that local communities can benefit from the region’s fisheries resources for generations to come.

Pakop concluded with a call to maintain the spirit of cooperation and determination, stating, “When the Pacific family is united, we can achieve great things.” The consultation will wrap up with the upcoming Special Forum Fisheries Committee meeting on October 31, 2025, underscoring the ongoing commitment to fisheries sustainability in the Pacific.
