The Minister for Public Works, Transport and Meteorological Services, Ro Filipe Tuisawau, has initiated a comprehensive review of the vessel purchasing procedures in Fiji. This decision arises following revelations that a newly arrived vessel did not undergo the necessary survey by the Maritime Safety Authority of Fiji (MSAF).
According to Ro Filipe, MSAF was only informed of the vessel’s arrival at 4 PM on December 31, despite the vessel having left South Korea on December 19. The minister noted that MSAF intended to send a team to South Korea for the customary technical verification and physical survey; however, this did not occur due to unexpected political disturbances and logistical challenges in the region.
Expressing his dissatisfaction with some of the existing processes, Ro Filipe emphasized the need for innovation and proactivity among his team. He firmly stated, “I am a political leader, not a manager,” underlining that he cannot personally address all operational or regulatory issues. He stressed the importance of having protocols in place that prevent vessel purchases without MSAF approval.
The minister reassured that MSAF would conduct technical assessments and collaborate with the vessel owner to resolve any issues before granting a license. Furthermore, MSAF will consider environmental concerns moving forward.
In addition, the minister announced plans for MSAF to work alongside vessel owners and Fiji Ports to eliminate unserviceable vessels from the registry. MSAF will also be revising its regulations and collaboration efforts with Fiji Ports and other relevant stakeholders concerning vessel acquisitions.
Ro Filipe acknowledged the challenges faced by the maritime shipping industry and expressed gratitude to all operators for their commitment to maintaining essential services. He also indicated that a broader review of the transport industry, including maritime services, is on the horizon, with Terms of Reference (ToR) currently being finalized.
