Local Government Minister Maci Nalumisa delivered a clear message to all municipal council Chief Executive Officers, emphasizing the need for measurable and accountable performance in their roles. During his address, Nalumisa expressed gratitude to councils that have already embraced the Return and Earn scheme, highlighting the urgent issue of solid waste management facing the country.
He urged those councils that have yet to implement this vital initiative to act swiftly, reminding the CEOs of their fundamental responsibility in ensuring operational delivery and the execution of approved strategies. “Whatever missions, whatever strategies that are put in place that have been discussed and approved at what level, it’s your duty as a chief executive officer of that institution to ensure that you facilitate,” he stated.
In addition to the call for action, Nalumisa emphasized the importance of regular performance reviews, both monthly and quarterly. He remarked, “I always have this statement in mind that a good leader is a leader who can measure his or her performance. If you can measure your performance, then you are not a good leader.”
Permanent Secretary for Local Government Seema Sharma supported Nalumisa’s message, reiterating the necessity for councils to maintain strong governance and effective management of public funds. “CEOs, acting CEOs here today, councils obviously are the closest to the people, and your performance has a direct impact on public confidence in the work that public offices do,” she noted.
Both Nalumisa and Sharma firmly believe that enhancing governance, measuring performance, and delivering results are crucial for improving public trust and ensuring effective local administration. Their commitment reflects a proactive approach to tackling the pressing challenges of solid waste management and promoting accountability within local councils.
