Lease Dispute Sparks Call for Elders’ Guidance in Fiji

The iTaukei Land Trust Board (TLTB) has addressed claims made by the Mataqali Nawavatu youth group from Kalabu, Naitasiri, regarding the withholding of lease premium payments associated with land leased for the construction of a 100-bed Super Specialty Cardiology Hospital, a joint project between Fiji and India.

TLTB stated that all payments due to the landowners from this project were distributed in November 2024, except for a sum of $750,000, which has been set aside for investment aimed at supporting landowners’ business development and empowerment. In a statement, TLTB urged the youth group to consult their elders and trustees for clarifications regarding their lease concerns.

Spokesperson Loata Raibevu expressed the youth group’s grievances, asserting that the total lease premium of $2.9 million has not been fully disbursed, and they are still awaiting the second installment of $1.5 million, initially promised before Christmas after a previous payment of $1.4 million. TLTB has confirmed that approximately $1,319,715.54 was distributed through the Equal Rent Distribution system.

The concerns raised by Raibevu reflect a broader issue in the management of iTaukei land finances, reiterating earlier reports about the lack of development despite substantial funds received by landowners — highlighting ongoing challenges in effectively utilizing these resources within communities.

In essence, this situation emphasizes the vital need for transparency and communication between TLTB, the mataqali members, and their elders. Such collaboration could pave the way for more effective use of lease premium payments, fostering greater community development and empowerment for the landowners.

Overall, the proactive communication approach from TLTB and continued engagement with the youth group can foster a strengthened relationship and lead to a more transparent and equitable management of benefits derived from iTaukei lands.
