The Lautoka City Council has approved a 5 percent increase in city rates, a decision clarified by Taitusi Rasoki, the chair of the board of special administrators. This increase is considered compliant with the Local Government Act, which allows councils to levy special rates aimed at funding necessary work or services, including the payment of loans.

Concerns were raised by Narayan Reddy, the president of the Lautoka Residents and Ratepayers Association, regarding the adequacy of the consultation process prior to this increase. Reddy emphasized that any special rate should be linked to specific projects and implemented following proper community engagement, cautioning against a repeat of previous financial burdens like the refinancing of the city mall project that negatively impacted ratepayers.

In response to these concerns, Rasoki pointed to Section 59 of the Local Government Act, which permits the council to levy special rates, stating that they will not exceed five cents on the unimproved value of any rateable land. He noted that the increase is intended to assist in repaying a $3.1 million loan aimed at upgrading the city’s bus station, with the rate hike amounting to only 0.006 cents.

The new rates will be officially published and gazetted, with Rasoki refraining from commenting on whether these special rates will remain after the loan is repaid.

Previous articles highlighted challenges faced by the Lautoka City Council, including a significant financial shortfall and increased calls for accountability. However, there has been progress in rate collection, with an increase in funds secured recently which reflects a positive trend. This may suggest that the council is taking steps to improve its financial handling, ensuring that projects can proceed sustainably and that community concerns are addressable through consultation and communication.

As the city looks to enhance its infrastructure, optimistically, residents can expect that these improvements—especially the bus station upgrades—could lead to enhanced public services and further economic activity in Lautoka. The local council’s commitment to transparency and community involvement will be essential in fostering trust and ensuring the effective use of funds moving forward.
