The Lautoka City Council (LCC) is currently facing a significant financial shortfall, with outstanding rates amounting to $10 million. During a parliamentary session discussing the Consolidated Review Report covering the annual reports from 2015 to 2017, Deputy Opposition Leader Parveen Kumar raised concerns over the lack of accountability among special administrators appointed to manage this issue. He questioned why these administrators had not effectively addressed the rising rate arrears, which are noted to be increasing.
Minister for Local Government, Maciu Nalumisa, acknowledged the challenge but highlighted encouraging developments in rate collection, reporting a rise in funds collected in March 2025, totaling $3.4 million, compared to $2.7 million gathered in the same month in 2024. Nalumisa attributed this improvement to the ongoing efforts of municipal councils and indicated that they are implementing strategies to better manage rate collection, including adjustments to interest methodologies.
Kumar emphasized the value of interest rate profiling, suggesting that proper strategies could be devised to enhance collection rates by targeting more manageable debts first. Furthermore, he noted that reducing interest on arrears could motivate more ratepayers to settle their dues.
This rising dialogue around municipal finance reflects broader concerns previously observed across various councils in Fiji, where an increase in unpaid rates has impeded local government operations.
