Lack of Strong Sectoral Governance

Weak sectoral governance is impacting planning, according to Josua Waqanivalu, the environment officer of the iTaukei Land Trust Board (TLTB). His concern was voiced at the Situation Analysis Workshop on Forest Landscape Restoration in Nadi, where he pointed out the disjointed planning processes of various government agencies.

Waqanivalu remarked on how multiple entities, such as the Department of Forestry, the Ministry of Forestry, and the TLTB, have individual plans, but there is a lack of unified planning that covers all sectors. The key goal, he suggested, is to establish a comprehensive land use plan.

By developing such a plan for the entirety of Viti Levu, Waqanivalu believes that major issues such as biodiversity and climate change could be addressed. This master plan would aim to resolve matters concerning land governance, land conflict, food security, climate change, and socio-economic growth.
