Retired High Court Judge Justice Filimoni Jitoko is poised to assume the role of Speaker of Parliament as the position becomes vacant with the inauguration of President-Elect Ratu Naiqama Lalabalavu. The Parliament has announced a special sitting scheduled for next Tuesday at 8 am to formally appoint the new Speaker.
Justice Jitoko is set to replace Ratu Naiqama, who was recently elected to the presidency after securing a majority of votes from Members of Parliament. Prime Minister Sitiveni Rabuka has expressed his intention to nominate Justice Jitoko for the position, a decision that has received Cabinet approval.
Justice Jitoko brings a wealth of experience to his new role, having previously served as the chief justice of the Nauru Supreme Court from 2017 and as Registrar from 2015 to 2017. His academic credentials include a Bachelor of Laws from Victoria University in Wellington, New Zealand, gained in 1978, as well as a degree from the University of the South Pacific, which he completed in 1969.
According to the 2013 Constitution, the office of the Speaker becomes vacant either on the day before the first meeting of Parliament after a general election or when the incumbent takes on another public office. The Constitution also stipulates that Parliament must elect a Speaker who is not a member of Parliament but qualified for candidacy during its first sitting after a general election or when a vacancy needs to be filled.
This development highlights a significant transition in Fiji’s political landscape and represents an opportunity for Justice Jitoko to contribute to the legislative process. His judicial background could enhance the impartial function of the Speaker’s role, encouraging effective governance and fostering cohesive discussions within Parliament.
In summary, the appointment of Justice Jitoko signals a new chapter in Fiji’s leadership, with the potential for positive reforms influenced by his judicial experience and commitment to fair governance.
