Investigation Completed: What Happened on Hibiscus Festival Crowning Night?

The independent investigation into harassment allegations that arose during the crowning night of the Hibiscus Festival has concluded. The findings are currently under review by the Ministry of Local Government. Minister Maciu Nalumisa confirmed the completion of the investigation but refrained from releasing specific details about the findings.

Minister Nalumisa stated that the investigation ensured all relevant parties, including committee members and witnesses, were interviewed in adherence to council policies. An independent panel conducted the investigation, which consisted of the Chair of the Suva City Council, a legal expert, an external specialist in event management and public safety, and a representative from an organization focused on human rights or gender-based violence.

“We are committed to ensuring the investigation was impartial, transparent, and conducted professionally, in full compliance with all legal and regulatory standards,” Minister Nalumisa emphasized. He also noted that a separate police investigation is ongoing, and the Ministry will fully cooperate with law enforcement during the process.

Background: Allegations of sexual harassment emerged when a contestant claimed she felt uncomfortable due to instances of groping that reportedly occurred during the post-crowning cocktail event at the festival’s VIP area.
