The Ministry of Housing and Community Development is actively enhancing collaborations with non-governmental organizations to tackle the challenges faced in informal settlements that are not currently included in government upgrading initiatives. Permanent Secretary Manasa Lesuma highlighted that while the government is working to fill infrastructure gaps, there are still obstacles such as land tenure issues, constrained funding, and increasing urban pressures.
To address these challenges, the Ministry has partnered with the non-governmental organization RISE to implement interim engineering solutions in selected informal settlements. Lesuma noted that 48 informal settlements have been identified across the country, with many unable to undergo upgrades within the next two to three years due to existing plans.
As part of this collaboration, RISE will facilitate civil works that include improvements to drainage systems, enhanced road access, and the provision of other necessary infrastructure. Importantly, the initiative is designed to ensure there is no conflict with future government projects.
Emphasizing the importance of community involvement, Lesuma stated, “If we do not engage more with the communities, and if we are able to come up with a solution with regards to our engagement with RISE, then that is an added bonus for us, particularly in helping convincing the landowners that eventually we will reach them for these civil works.” He reiterated that fostering good relations with community stakeholders is crucial for building trust with landowners and ensuring the effective delivery of long-term solutions.
This proactive approach aims not only to improve living conditions in informal settlements but also to lay the groundwork for sustainable development and community engagement moving forward. By working closely with organizations like RISE, the Ministry demonstrates its commitment to finding practical solutions for those in need and striving towards a more inclusive urban development framework.
