In a historic step towards reconciliation, New Caledonia’s pro-independence and pro-France politicians convened for a joint meeting under the guidance of French Minister for Overseas, Manuel Valls. This marked the first such meeting in years, demonstrating a willingness to engage in meaningful dialogue. The discussions took place at New Caledonia’s Congress on Monday and set the stage for further negotiations scheduled later this week.

The primary focus of the meeting was to establish a “method” for the upcoming talks, which are expected to address critical issues surrounding New Caledonia’s political future, particularly following the rejection of independence in three referenda held between 2018 and 2021. Valls emphasized the necessity of these discussions to chart a comprehensive roadmap for the territory’s governance moving forward.

Valls’ visit follows a troubled history of unrest in May 2024, which had devastating effects, resulting in 14 fatalities and approximately €2.2 billion in damages. The recent turbulence has highlighted the need for urgent dialogue and a new approach to governance that includes marginalized youth and addresses their grievances.

During the meeting, various topics were identified for future discussions, including the role of New Caledonia’s relationship with France, governance principles, and establishing a new social contract. Valls noted that all political stakeholders must work collectively, stressing that “there is no taboo, everything is on the table.” His commitment to facilitate these talks aims to ensure that New Caledonia remains “united and indivisible.”

The political landscape is complex, with divisions evident among pro-independence factions, particularly following the recent election of Emmanuel Tjibaou as the new president of Union Calédonienne. Tjibaou advocates for greater engagement with youth and aims to reformulate the relationship between New Caledonia and France, fostering a more inclusive dialogue within the independence movement.

Ultimately, the hope is that these discussions will lead to a collaborative framework that not only restores stability but also builds a prosperous future for all New Caledonians, uniting different political groups towards shared governance and social prosperity.
