High-Stakes Inquiry: Who Will Testify Against Fiji’s FICAC Commissioner?

Former President Ratu Wiliame Katonivere is expected to testify in the Commission of Inquiry (COI) examining the appointment process of Barbara Malimali as Commissioner of the Fiji Independent Commission Against Corruption (FICAC). Other prominent figures slated to give evidence include Attorney-General Graham Leung, Chief Justice Salesi Temo, Chief Registrar Tomasi Bainivalu, Acting Director of Public Prosecutions Nancy Tikoisuva, Deputy DPP John Rabuku, Acting Commissioner of Police Juki Fong Chew, as well as Members of Parliament Kalivati Ravu and Semi Koroilavesau. Additionally, complainant Alex Forwood and former Official Secretary Kiti Temo are being called to testify.

The Commission’s primary responsibility is to evaluate whether Malimali’s appointment, last September, adhered to legal standards and was free from any improper or unlawful influences. Led by Justice David Aston-Lewis of the Supreme Court, the inquiry will delve into the potential impacts of vested interests, particularly those associated with ongoing FICAC cases involving high-profile politicians and public servants. Suva lawyer Tanya Waqanika is providing legal representation for Malimali.

The final report from the COI is expected to be presented to both the President and the Prime Minister by the end of January. The hearings are scheduled to resume this morning at 9:30 am.

This inquiry is crucial for enhancing transparency and accountability within Fiji’s governance. By scrutinizing the processes surrounding public office appointments, the COI aims to uphold the integrity of institutions like FICAC and foster public confidence in the justice system.
