High-Profile Inquiry: Who Will Testify About Fiji’s Corruption Commissioner?

Former President Ratu Wiliame Katonivere is set to provide testimony in the ongoing Commission of Inquiry (COI) concerning the appointment of Fiji Independent Commission Against Corruption (FICAC) Commissioner Barbara Malimali. Several other prominent figures will also take the stand, including Attorney-General Graham Leung, Chief Justice Salesi Temo, Chief Registrar Tomasi Bainivalu, Acting Director of Public Prosecutions Nancy Tikoisuva, Deputy DPP John Rabuku, Acting Commissioner of Police Juki Fong Chew, and Members of Parliament Kalivati Ravu and Semi Koroilavesau.

The inquiry aims to evaluate whether the appointment of Malimali was conducted legally and without any improper influences. Justice David Aston-Lewis, a Supreme Court Judge, is leading the investigation, which will scrutinize any potential unlawful pressure during the appointment process that occurred in September of last year. The Commission will also consider if vested interests, particularly tied to ongoing FICAC cases involving high-profile individuals, including MPs and senior public servants, had any impact on the appointment process.

Malimali is being represented by Suva lawyer Tanya Waqanika. A final report from the COI is anticipated to be submitted to both the President and the Prime Minister later this month, following hearings that will continue this morning at 9:30 am.

This inquiry represents an important step in ensuring accountability and transparency within government institutions. By examining the legitimacy of the appointment process, the Commission of Inquiry seeks to uphold the integrity of the FICAC and reaffirm public confidence in the justice system. The outcomes of this investigation could lead to necessary reforms and strengthening of procedures in the future, which is a hopeful prospect for the governance of Fiji.
