The Tertiary Scholarships and Loans Service Board is currently owed nearly one billion dollars in scholarship bonds, affecting both graduates who have completed their studies and those still fulfilling their obligations. TSLS Chief Executive Hasmukh Lal noted that there is significant confusion surrounding the transition from loan agreements to bond agreements, with many graduates mistakenly believing they do not owe repayments after finishing their studies. He underscored that scholarship assistance comes with the expectation of repayment.

To combat this misunderstanding, TSLS is introducing stricter monitoring and enforcement measures regarding bond obligations. Graduates are required to fulfill their bond for an extended period, often one and a half times the duration of their studies. Failure to do so may lead to financial penalties. Furthermore, graduates living abroad are still obliged to continue their repayments, potentially facing legal consequences if they default.

Recent changes have also emphasized the importance of understanding bond agreements before traveling, as graduates could encounter complications upon attempting to leave the country if they have unresolved financial obligations. Lal has expressed that efforts are underway to strengthen the laws surrounding bond compliance to protect taxpayer investments.

In parallel development, the TSLS has resumed penalties for individuals not fulfilling their bond commitments, encouraging compliance and ensuring that taxpayer investments in education yield returns that benefit Fiji’s local workforce. This multifaceted approach aims not only to enhance accountability but also to support students academically while promoting their contributions to the community.

By reinforcing these educational frameworks and support systems, there is hope for a generation of graduates who will be equipped to foster national growth and effectively contribute to Fiji’s development.
