Josua Waqanivalu, the environment officer for the iTaukei Land Trust Board (TLTB), has highlighted weak sectoral governance as a significant hurdle in the planning process. Waqanivalu, who was speaking at the Situation Analysis Workshop on Forest Landscape Restoration in Nadi, expressed concerns about the lack of a comprehensive plan that encompasses all government agencies’ individual plans.
Waqanivalu emphasized the necessity of a master land use plan, which would address prominent challenges such as biodiversity and climate change across Viti Levu. According to him, the master plan would focus on resolving issues related to land governance, land conflicts, food security, climate change, and socio-economic growth.
