The Standing Committee on Public Accounts has expressed significant concerns regarding persistent deficiencies in the financial reporting of provincial councils. Committee Chair Esrom Immanuel highlighted that many issues, some dating back to 2011, still remain unresolved, specifically pointing to the qualifications of financial personnel as a major factor affecting the councils’ transparency and accountability.

Immanuel stated, “The qualifications given to these accounts from 2011 to 2018 have been historically poor, illustrating a systemic problem that predates these years.” He criticized the lack of action taken by provincial councils to address these repeated qualification issues despite previous assurances of improvement. The Ministry of iTaukei Affairs, which supervises 14 provincial councils, has faced renewed pressure to ensure that financial funds, which surged from $1 million in 2012 to $7.3 million in the current financial year, are managed responsibly.

This concern echoes previously reported issues relating to a significant backlog in audits for the provincial councils, as outlined by the iTaukei Affairs Board. A specialized task force was initiated to address ongoing delays in financial statement submissions, emphasizing the necessity of timely and accurate reporting for effective government decision-making regarding resource allocation.

Optimistically, the iTaukei Affairs Ministry has outlined plans to finalize audits up to 2024 and improve training programs for finance officers within provincial councils. These efforts aim to enhance record-keeping and facilitate a clearer financial management framework.
