Finance Minister Professor Biman Prasad has urged the Ministries of Health and Civil Service to address the challenges stemming from recent changes to the overtime and Time Off in Lieu (TOIL) policy impacting civil servants. According to Professor Prasad, the budget allocated for the Ministry of Health is sufficient and encompasses all necessary resources, including overtime pay.
He emphasized that from the perspective of the Ministry of Finance, there are no budgetary constraints. Prof Prasad stated, “If there are issues with respect to process and procedures with the Public Service Commission or the Ministry of Civil Service, then that’s something that the Ministry of Health and the Ministry of Civil Service ought to sort out.” He assured the public that the funding available ensures the continuous delivery of health services and resources necessary for hospitals.
Addressing concerns regarding the reported shortages in radiology and pharmacy staff due to the policy changes, he reaffirmed that funding is not the issue at hand. “There is sufficient funding to ensure that there is no disruption to services that are supposed to be provided by the Ministry of Health to the people,” he remarked, stressing that it is essential for the Ministry of Health to resolve any procedural issues in conjunction with the Ministry of Civil Service.
