Finance Minister Professor Biman Prasad has urged the Ministry of Health and the Ministry of Civil Service to collaboratively address the issues stemming from recent changes to the overtime and Time Off in Lieu (TOIL) policy affecting civil servants. Professor Prasad confirmed that the budget allocated to the Ministry of Health is sufficient and encompasses all necessary resources, including funding for overtime.
He emphasized that, from the perspective of the Ministry of Finance, the resources provided are adequate and should not hinder public service delivery. He particularly noted that any concerns regarding processes or procedures managed by the Public Service Commission or the Ministry of Civil Service should be resolved internally between the departments, rather than attributing them to a lack of funding.
In response to worries about potential shortages in radiology and pharmacy staff due to these policy shifts, Professor Prasad reiterated that there should be no disruption in services provided by the Ministry of Health. He expressed confidence that the necessary resources are available to ensure seamless operations in hospitals.
This call for resolution not only highlights the importance of effective inter-departmental communication but also reaffirms the government’s commitment to maintaining health service standards despite policy adjustments.
Overall, while challenges may arise from changes in civil service policies, the proactive stance taken by Minister Prasad offers hope that the relevant ministries can come together to find solutions without compromising public health services.
