Finance Minister Professor Biman Prasad has provided guidance to the Ministry of Health and the Ministry of Civil Service regarding challenges linked to the recent changes in the overtime and Time Off in Lieu (TOIL) policy affecting civil servants. He affirmed that the budget allocated to the Ministry of Health is both appropriate and sufficient.
Prasad stated, “From the Ministry of Finance’s perspective, the funds are adequate.” He emphasized that any procedural issues that arise with the Public Service Commission or the Ministry of Civil Service should be resolved between the respective ministries. He reassured that there should be no shortage of services due to financial constraints, insisting that all necessary resources, including staffing, equipment, and services in hospitals, are available.
In response to concerns about a lack of radiology and pharmacy staff caused by the policy revisions, Professor Prasad reiterated that financial resources are not the issue. He expressed confidence that the Ministry of Health has the means to deliver uninterrupted services to the public and urged the ministry to address any procedural challenges directly with the Ministry of Civil Service.
