The Fijian government is set to overhaul the Integrated Rural Development Framework (IRDF), which Rural and Maritime Minister Sakiasi Ditoka has described as outdated and a hindrance to rural advancement. The current framework, introduced nearly 30 years ago, has been criticized for its inability to align community-led initiatives with national policies, impeding progress in rural development and disaster preparedness.

Minister Ditoka emphasized the necessity for this review, stating that the revisions are essential to create climate- and disaster-resilient rural communities. The review process, which began in October 2024, has been comprehensive, incorporating extensive consultations, workshops, interviews, and surveys to ensure community involvement.

Assistant Finance Minister Esrom Immanuel raised concerns regarding the timeline for the framework’s review, acknowledging its longstanding influence on rural policy. Minister Ditoka clarified that the review will continue until May 2025, with the aim to have a revised policy in place by 2026.

This initiative aligns with the broader objectives outlined in the Fiji National Development Plan (NDP) for 2025-2029, which highlights rural development as a priority for sustainable growth. The updated framework is expected to address critical issues such as access to essential services, poverty alleviation, and strengthening rural infrastructure, ultimately fostering economic opportunities and innovation within Fiji’s rural communities.

The aim is not only to modernize the IRDF but also to ensure that the rural and maritime regions can effectively contribute to national development goals. By prioritizing local voices, this initiative seeks to bring about meaningful, positive change that could significantly improve the quality of life for many Fijians. With ongoing efforts to align development strategies with community needs, there is genuine hope for a resilient and thriving rural future in Fiji.
