Fiji’s Road Safety Revolution: Is Independence the Key?

The Land Transport Authority (LTA) in Fiji has commenced public consultations aimed at transforming the National Road Safety Council (NRSC) into an independent statutory body. LTA’s Chief Executive Officer, Irimaia Rokosawa, acknowledged the NRSC’s significant role in championing road safety since its establishment in 1995 and stressed that restoring its autonomy is key to fulfilling its mission effectively.

The NRSC was originally created under the Act of Parliament No. 18 in 1994 but was merged with the LTA in 2010 to improve operational efficiency. However, this consolidation has led to challenges, particularly as the focus on regulatory enforcement has diminished the council’s efforts in road safety education and awareness.

Rokosawa highlighted the current lack of separation of duties, stating, “Right now, when we are part of it, it’s like there’s no separation of duty.” He pointed out that while the merger aimed for better efficiency, it has instead limited the NRSC’s ability to concentrate on important safety initiatives.

This initiative for independence is especially timely following a recent alarming incident involving 13 students, which underscores the need for heightened road safety measures. Leading up to the festive season—typically associated with increased traffic and a rise in reckless driving—there is growing pressure on the LTA to enhance road safety education and enforce traffic regulations more stringently.

The move to establish the NRSC as an independent entity not only reflects a commitment to better road safety practices but also aims to promote a shared responsibility among drivers and authorities. By improving traffic enforcement, enriching driver education, and launching public awareness campaigns, Fiji is striving for a more secure road safety environment.
