The Land Transport Authority (LTA) of Fiji has initiated public consultations to consider transforming the National Road Safety Council (NRSC) into an independent statutory body. LTA Chief Executive Officer Irimaia Rokosawa emphasized the NRSC’s crucial role in promoting road safety since its formation in 1995, acknowledging that restoring the council’s autonomy is vital for effectively executing its road safety mission.
Initially established under Act of Parliament No. 18 in 1994, the NRSC was merged with the LTA in 2010 to streamline operations. However, this merger has resulted in challenges, as the primary focus on regulatory enforcement has overshadowed the essential components of road safety education and awareness.
Rokosawa stated, “Right now, when we are part of it, it’s like there’s no separation of duty.” He highlighted that while the integration aimed to improve operational efficiency, it has hindered the NRSC’s ability to concentrate on promoting safer roads.
This push for independence comes at a poignant time, given recent incidents, including a disturbing accident involving 13 students that underscored the urgent need to amplify road safety measures. The LTA has been under pressure to enhance road safety education and strictly enforce traffic regulations, especially as the festive season approaches, which typically sees a rise in traffic and a heightened risk of reckless driving.
The movement towards establishing the NRSC as an independent entity not only reflects a commitment to improving road safety practices but also emphasizes a collective responsibility among drivers and authorities to prioritize the safety of all road users. By enhancing traffic enforcement, driver education, and implementing public awareness campaigns, Fiji aims for a positive shift in its road safety landscape.
