Fiji’s Path to Electoral Inclusivity: A Call for Every Voice

Selina Kuruleca, the Permanent Secretary of the Justice Ministry in Fiji, has called for inclusivity and active participation in the country’s electoral reform process. During an orientation for newly appointed part-time commissioners designated to review electoral legislation, she highlighted the importance of involving historically marginalized groups, who often question the legitimacy of systems they do not partake in.

“We are beginning a process where citizens will be able to discuss the rules and suggest ways to amend them legitimately,” Kuruleca said, framing the initiative as a step towards creating a pluralistic and democratic foundation grounded in justice, equality, and human rights.

She urged the commissioners to cultivate coalitions and engage with diverse perspectives, emphasizing that such relationships are essential for a thriving democracy. “It’s about recognizing that in a democracy, alliances are vital, and we must create space for various voices to be heard,” she remarked.

This reform initiative is in line with the Coalition Government’s dedication to upholding democratic principles as discussed in cabinet meetings earlier this year. There is a strong focus on ensuring reforms cater to the needs of everyday citizens, aiming for a more equitable electoral system that respects the dignity of all individuals.

The process will facilitate extensive stakeholder consultations to gather a wide range of opinions on the current electoral framework. The overarching aim is to develop reports and legislation that authentically represent the people’s voices, encapsulated in the phrase, “nothing about us, without us.”
