Former Deputy Commissioner of the Fiji Independent Commission Against Corruption (FICAC), Francis Puleiwai, has formally requested an investigation into her successor, Barbara Malimali, over allegations of misconduct and the improper issuance of a Stop Departure Order. In her letter to the Chief Registrar, Puleiwai highlighted that Malimali’s actions on September 7 seemed intentional and were executed without an ongoing investigation, as the Stop Departure Order was not delivered within the mandated 24-hour timeframe.

Puleiwai emphasized that Malimali’s use of the Stop Departure Order was an abuse of power, aimed at preventing her from leaving the country while Malimali allegedly prepared a case against her. She firmly believes that her actions on September 5 were legitimate and in compliance with the FICAC Act 2007, granting her immunity from any legal repercussions for those actions.

Furthermore, Puleiwai pointed out that the Stop Departure Order remains active in the Immigration System without being rescinded, signaling a procedural error. She accused Malimali of failing to address this situation by not communicating with the Director of Immigration to rectify the order.
