A Government Monitoring, Evaluation, and Learning (MEL) Unit is set to be established by the Fijian government to improve public accountability for government actions. Prime Minister Sitiveni Rabuka announced that this new unit aims to track the utilization of public funds and assess the impact of government initiatives, particularly focusing on job creation and poverty alleviation.
Rabuka explained that administrative details are currently being finalized, with existing monitoring and evaluation officers from various ministries being transferred to the new MEL Unit to facilitate its implementation. The framework is intended to enhance accountability by ensuring that the contracts of Permanent Secretaries, along with ministry plans, budgets, and reports, align with the objectives of the National Development Plan.
Describing the MEL framework as a practical tool for the government, Rabuka stated it will help track progress, strengthen service delivery, and foster informed decision-making. The emphasis on transparency and efficient resource allocation is designed to support overall goals, including reducing poverty and improving the lives of ordinary citizens through data-driven policies.
However, the initiative has drawn scrutiny from Opposition Leader Inia Seruiratu, who questioned the connection between the new MEL Team and existing government service centers. Rabuka responded by clarifying that the MEL Unit’s role is not to oversee the operations of the Ministry of Finance, but rather to ensure the coherence of the National Development Plan, which involves contributions from all Cabinet members.
The establishment of the MEL Unit reflects a commitment to enhancing governance and addressing inefficiencies associated with previous administrations. Rabuka noted that the success of this framework hinges on bipartisan support, highlighting its potential to significantly improve government accountability and service delivery.
