The Maritime Safety Authority of Fiji (MSAF) is currently dealing with complaints filed by ten groups and individuals concerning the newly imported fast ferry, MV Captain Inoke, operated by Goundar Shipping Ltd. Concerns have been raised regarding the potential environmental impact of the vessel, leading the MSAF to refer the issues to the Ministry of Environment for further investigation.

MSAF’s CEO, Joeli Cawaki, acknowledged that while they have received these complaints regarding the ferry’s environmental implications, MSAF’s role is limited to vessel safety and operational standards, not environmental evaluations. Cawaki emphasized the need for the complainants to direct their concerns to the Ministry of Environment, which will then escalate the matter to relevant transport authorities for consideration.

There is a history of regulatory challenges facing Goundar Shipping, particularly concerning the MV Captain Inoke, which is currently classified as a foreign vessel under a Mongolian flag due to the lack of necessary surveys and certifications. Prior issues included the ferry arriving in Fiji without following proper registration procedures, causing delays in its operational readiness.
