Fiji’s Cabinet Minister Mosese Bulitavu has revealed plans for a potential Constitution Review Commission aimed at drafting a new constitution for the nation. In a recent statement on social media, Bulitavu explained that the newly passed Constitution Amendment Bill 2025 adjusts the super majority criteria needed for constitutional amendments. This framework requires a three-quarters approval not only from Parliament but also from registered voters during a referendum, aligning these requirements with international democratic conventions.

He assured the public that these modifications would not compromise crucial principles such as equal citizenship or other vital governance frameworks. Bulitavu said, “To assume that altering the super majority requirements will lead to changing fundamental principles like equal citizenry is simply playing racial politics and creating unnecessary public worry.”

Bulitavu proposed a structured approach to implementing these amendments, emphasizing the importance of first aligning the provisions with democratic standards. Following this, the anticipated Constitution Review Commission would conduct public consultations, allowing Fijians to express their views on aspects of the Constitution that should remain unchanged or be revised.

This initiative complements broader efforts to review the constitution initially put forth by Prime Minister Sitiveni Rabuka. Rabuka’s commitment addresses the concerns surrounding the adoption of the 2013 Constitution, particularly regarding public participation in governance—a theme voters highlighted during the 2022 general elections.

By placing an emphasis on public input, this potential constitutional review is a positive step toward building a more inclusive and responsive democratic framework in Fiji.
