Recent audits have revealed serious concerns regarding the financial management of provincial councils in Fiji, with some failing to submit accurate financial reports for nearly a decade due to neglect and poor oversight. Minister for Rural and Maritime Development, Sakiasi Ditoka, has characterized the findings from audits spanning 2011 to 2018 as alarming, highlighting weaknesses in controls, record-keeping, and governance.

The audit specifically targeted 14 provincial councils and concluded that mismanagement has severely undermined public trust in these councils. Ditoka emphasized that accountability should extend not only to council staff and leaders but also to previous national leadership and oversight bodies, which allowed these failings to persist.

In response to these findings, Ditoka outlined the government’s proactive measures, including the establishment of a Provincial Finance Task Force aimed at rectifying financial reporting issues. He called for comprehensive reforms, insisting on a zero-tolerance policy toward financial abuse and the necessity of implementing stronger checks to prevent such problems in the future.

The situation reflects longstanding issues within the councils, echoing the concerns raised by previous audits that emphasized the lack of qualified finance personnel and insufficient measures to ensure accountability. The iTaukei Affairs Ministry has also acknowledged these challenges and expressed an optimistic outlook, revealing plans for enhanced training programs aimed at improving the qualifications of finance officers in these councils.

There is hope that these initiatives not only address past deficiencies but also cultivate a framework that promotes greater responsibility and transparency within local governance. The commitment to reform—backed by a task force and updated policies—signals a determined effort to restore public confidence in the financial operations of provincial councils in Fiji, paving the way for improved governance and accountability in the future.
