Prime Minister Sitiveni Rabuka has introduced the Constitution (Amendment) Bill 2025, signaling a significant reform in the process of constitutional changes in Fiji. This bill aims to streamline the amendment process, making it more efficient and adaptable to the evolving needs of the country.

During his address regarding the bill, Rabuka outlined that the proposed amendments simplify the language of Chapter 11 of the Constitution, thereby enhancing clarity and flexibility in governance. Notably, the new provisions reduce the threshold for approving constitutional amendments from three-quarters to two-thirds, removing the earlier requirement for a nationwide referendum. This change allows for amendments to be passed more swiftly through the elected representatives in Parliament, effectively reflecting the democratic mandate of the people.

Rabuka emphasized the necessity of an adaptive Constitution, describing it as a “living document” that must respond meaningfully to the aspirations of its citizens. He stated, “The Constitution must therefore be adaptive and able to be molded to reflect the needs of its people.” This reform initiative aligns with previous critiques of the 2013 Constitution, which many viewed as undemocratic and overly concentrated in executive power.

The Prime Minister urged Parliament members to work together beyond party lines, fostering a spirit of bipartisanship to strengthen democracy and unity within Fiji. He articulated a vision for a Constitution that truly represents the ideals of justice and unity among diverse communities in Fiji.

Furthermore, this legislative reform effort echoes earlier discussions about enhancing public engagement and inclusivity within governance frameworks, suggesting that past criticism about insufficient public consultation during the 2013 Constitution’s implementation has spurred this call for change.
