Fiji’s Assistant Finance Minister Esrom Immanuel has characterized the 2025–2026 National Budget as a true representation of the citizens’ voices and concerns. In a statement, he outlined that the budget was developed through comprehensive consultations with Fijians, addressing critical areas such as social welfare, infrastructure, and civil service compensation.

Immanuel emphasized, “Our people’s perspectives have fundamentally guided our 2025-2026 commitment. We consulted the people and we listened using the bottom-up approach of consultation.” This engagement has informed significant budget measures, including a reduction in Value Added Tax (VAT) from 15% to 12.5%, the continuation of zero VAT on 22 essential items, over $500 million in VAT relief, improved pay for civil servants, and support for struggling communities.

This people-first approach aims to build trust and ensure that government policies are directly responsive to the needs of ordinary Fijians. The government has made clear that this bottom-up model will play a pivotal role in tackling economic challenges and fostering a stronger, more inclusive Fiji.

Similar sentiments were echoed by various stakeholders, including the Fiji Council of Social Services, which described the budget as “pragmatic” and highlighting the significant financial alleviations intended for citizens facing the rising cost of living. The Nadi Chamber of Commerce also praised the budget for its fairness and inclusivity, emphasizing the importance of its development through public dialogue.

The overarching theme of community involvement and responsiveness in governance sets a hopeful tone for Fiji’s future, with the potential for sustainable economic growth and enhanced quality of life for its citizens. The focus on critical sectors and infrastructure signifies a collaborative effort aimed at uplifting communities, thus paving the way for a brighter economic outlook as Fiji progresses amidst global challenges.
