Fiji’s Bold Move to Clear Abandoned Vessels!

The Maritime Safety Authority of Fiji (MSAF) and Fiji Ports Corporation Ltd (FPCL) have established a committee aimed at expediting the removal of abandoned and derelict vessels on a weekly basis.

During a ministerial statement in Parliament, Public Works, Communications, Transport and Meteorological Services Minister Ro Filipe Tuisawau announced that this initiative will be governed by the Seaport Management and Maritime Transport Act, which provides the legal framework for the removal of wrecks and abandoned ships.

Minister Tuisawau noted that a recent meeting identified various derelict and abandoned vessels, leading to the issuance of letters of concern to the respective owners and agents through processes outlined in the FPCL Seaport Management Act.

These letters require vessel owners to bring their boats up to seaworthiness standards. If the owners do not comply within 30 days, they will receive an additional notice that mandates action within 21 days. Non-compliance could lead to the seizure, removal, or auction of the vessel if it holds any value. Fiji-registered vessels in this situation will also be de-registered, and a comprehensive survey will be conducted to assess their viability and seaworthiness.

If a vessel is deemed irreparable, it will be seized for removal, either by scuttling, scraping, or sinking in designated diving areas deeper than 30 meters for ecological purposes, following full consultations with the Department of Environment.

The minister indicated that the first tangible efforts to remove these vessels are expected to start next month. Furthermore, he highlighted the importance of closer collaboration with law enforcement and maritime partners, including the Fiji water police and the Ministry of Fisheries, to address ongoing challenges related to marine pollution and derelict ships.

Ro Filipe also noted that approximately 1,500 individuals have been trained and certified through the boat master license program and restricted marine engineer training. Over 3,500 seafarers have undergone training and certification in related programs, including those pertaining to small boats.
