The Fijian government is progressing with plans to create a medicinal cannabis industry focused exclusively on exports. This initiative aims to diversify the economy, generate job opportunities, and position Fiji within the burgeoning global market for medicinal cannabis products. Deputy Prime Minister and Minister for Trade, Manoa Kamikamica, provided insights in Parliament about ongoing consultations and feasibility studies, emphasizing the industry’s significant potential for economic growth.
The push to develop this industry is driven by the global demand for medicinal cannabis. Mr. Kamikamica remarked that the export-only nature of the industry would help broaden Fiji’s economic base, thereby opening new revenue streams. He stated, “The global medicinal cannabis industry is expanding rapidly, and Fiji has the potential to be a key player in this market.” The Deputy Prime Minister noted that establishing this industry could create a dynamic ecosystem that supports agriculture, manufacturing, and research, thereby contributing to job creation.
This initiative aligns with Fiji’s broader economic strategy aimed at increasing export revenue and diversifying beyond traditional sectors. Since the Cabinet approved this plan in August 2023, a multi-agency taskforce comprising twelve government departments has been working diligently on the project. Nationwide consultations and a feasibility study have been successfully completed, and the focus is now shifting to developing the required legislation.
From October 9 to November 28, 2024, 17 consultations took place across Fiji, with over 500 participants, including community members and civil society groups, offering their insights. Notably, 75% of participants expressed support for legalizing cannabis for medicinal purposes. Mr. Kamikamica highlighted that much of this support came from male farmers aged 36 to 45, who recognize the vast potential this industry holds.
He noted, “This is not just about cannabis; it’s about empowering local communities, especially in rural and maritime regions.” This initiative promises to foster agricultural development and create employment in areas most in need.
Looking ahead, despite some delays in the legislative review process, Mr. Kamikamica assured Parliament that the government intends to introduce the bill in 2025. He emphasized the commitment to finalizing the legislation promptly while ensuring it is comprehensive to support the industry’s success. The government acknowledges concerns regarding theft and the illicit market, but Mr. Kamikamica reassured that strict security measures would be implemented, drawing lessons from successful international examples such as Australia.
He continued, “Once the legislation is finalized, the medicinal cannabis industry is expected to enhance exports, generate new job openings, and foster expertise in medicinal research.” This initiative represents a pivotal step for Fiji’s economy and its future in the global market. The ultimate objective is to create a sustainable and legal industry that positively impacts Fiji’s economy and the livelihood of its citizens.
