In a significant move toward enhancing the reintegration of former inmates into society, the Fiji Corrections Service (FCS) is engaging in talks with the Reserve Bank of Fiji to tackle financial inclusion issues that ex-offenders often face. FCS Commissioner Dr. Jalesi Nakarawa recently met with Wati Seeto, the Financial Services Ombudsperson, to discuss ways to provide inmates access to vital banking services both during their incarceration and after their release.

The FCS has been actively working on financial independence initiatives, assisting inmates who have paid employment through effective funds management. However, existing strict banking regulations present obstacles to opening bank accounts, which are crucial for receiving payments and establishing financial security. This scenario leaves many ex-offenders vulnerable, hindering their ability to manage finances and achieve stability—key factors for a successful transition back into society.

During their conversation, Seeto expressed her dedication to collaborating with local banks to devise requirements that accommodate the unique situations of former inmates. She acknowledged the necessity of creating a banking environment that is both accessible and secure.

Moreover, Seeto proposed introducing financial literacy courses for inmates before their release. These classes aim to equip participants with essential knowledge in personal finance management and informed decision-making about banking, empowering them with vital skills for starting anew.

Commissioner Nakarawa emphasized the importance of enabling former inmates to access financial services, stating, “This is a vital step in their reintegration journey.” He appreciated the Reserve Bank of Fiji and Mrs. Seeto for recognizing the needs of ex-offenders and taking proactive measures to address these challenges.

The partnership between the Fiji Corrections Service and the Reserve Bank of Fiji represents a concerted effort to overcome systemic barriers and promote rehabilitation. Together, they are committed to building a more inclusive society that provides all individuals, including former inmates, with the necessary tools and opportunities for a thriving future.
