The Public Accounts Standing Committee has released an extensive report on the proposed Audit Bill 2024, a significant piece of legislation intended to revamp Fiji’s audit framework by replacing the antiquated Audit Act of 1969. This reform is crucial as it aims to align the nation’s financial oversight with modern governance standards.

The new Bill is designed to enhance the management of government finances, empower the Auditor General, and address serious issues identified in previous audits. Committee chairman Esrom Immanuel emphasized the importance of this new law, stating, “The main goal of the Act is to define the salary, duties, and powers of the Auditor General, as well as set rules for auditing public accounts.”

A major focus of the proposed legislation is to elevate Fiji’s auditing practices to international standards, thereby fostering greater accountability and transparency in government operations. A key recommendation from the Committee is to amend the powers of the Auditor General to allow for increased independence. This includes a significant change in Clause 6 of the Bill, which replaces the term ‘Attorney General’ with ‘Solicitor General’ to enhance the independence of the Auditor General.

Moreover, to further promote transparency, the Committee has made it a requirement for the Office of the Auditor General to report any serious irregularities uncovered during audits. This important amendment changes the wording in Clause 17 from ‘may’ to ‘must,’ ensuring accountability.

Mr. Immanuel noted, “It is essential for the Office of the Auditor General to report any serious irregularities identified during the audit for transparency and accountability purposes.” The Committee’s review process involved analyzing evidence regarding these irregularities, which included stakeholder consultations and public hearings providing valuable insights into the challenges faced by the Auditor General’s office.

As the Audit Bill makes its way through Parliament, it holds the promise of establishing a more transparent and accountable framework for public financial management in Fiji, thus enabling the Auditor General to fulfill their essential duties effectively. The Standing Committee on Public Accounts members include Mr. Immanuel, Deputy Chair Sakiusa Tubuna, Jovesa Vocea, Alvick Maharaj, and Naisa Tuinaceva.
