The Cabinet of Fiji has approved a comprehensive review of the Development of Settlements Act No 21 of 2022, as stated by Local Government and Housing Minister Maciu Nalumisa. This review aims to clarify the processes for relocation, support vulnerable groups, and ensure that landlords play a role in facilitating relocation efforts.
In addressing the opening address made by President Ratu Naiqama Lalabalavu at the 2025 parliamentary session, Nalumisa highlighted the importance of this review in aligning relocation practices with international human rights standards, particularly focusing on the rights to housing and adequate living conditions. He emphasized that part of the review’s objective includes providing assistance with transportation and identifying suitable relocation sites when designated areas are unavailable.
Furthermore, Nalumisa announced an initiative, in partnership with the International Finance Corporation (IFC), designed to boost first-time homeownership and reduce the prevalence of informal settlements over the coming decade. This project targets specific areas including Nepani, Davuilevu, Wainibuku, Tavakubu, and Tavua. However, due to financial challenges, the management of these projects has been transferred to the Housing Authority as of January 21 this year.
This announcement follows the government’s ongoing efforts to address the issues surrounding informal settlements—where approximately 20% of the population lives—many of which often lack basic amenities and feature elevated poverty levels, noted at around 29.9% as discussed during parliamentary sessions. The previous reviews of the informal settlements legislation have highlighted serious concerns regarding clarity, equity, and transparency, reinforcing the necessity for meaningful governmental interventions.
Through these proactive measures, the Fijian government expresses its commitment to enhancing the housing landscape for the citizens, fostering sustainable community development through collaborative initiatives, and ultimately creating a future where every Fijian has access to safe and dignified housing. The overarching aim remains to transform the living conditions of those in informal settlements, reflecting a hopeful trajectory for effective solutions and improved quality of life for vulnerable populations.
