Fiji Unveils Heritage-Driven Plan to Revive Levuka’s Economy and Protect UNESCO Status

The Coalition Government has unveiled a comprehensive plan aimed at revitalizing the economy of Levuka, all while ensuring the preservation of its UNESCO World Heritage status. During a recent parliamentary update, Minister for Finance, Commerce and Business Development, Esrom Immanuel, described the strategy as a multi-faceted approach focused on heritage protection, infrastructural improvements, economic incentives, and community development.

Key components of the strategy include the implementation of the Fiji World Heritage Act 2024 and enhanced support for the Levuka Management Plan. The plan also features JICA-led heritage carpentry training, a new World Heritage tourism initiative, year-round community events, and a review of the Town Scheme Plan intended to harmonize growth with preservation efforts.

In terms of infrastructural upgrades, the government has proposed a budget of $3.1 million for the Levuka Market and the redevelopment of Nasau Park. Additionally, there are plans for significant investments exceeding $35 million in long-term water and wastewater management, along with upgrades to the Totogo Reservoir and water intake systems managed by the Water Authority of Fiji (WAF).

Minister Immanuel emphasized that continued tax-free incentives, enriched support for PAFCO—which employs over 1,000 workers—and new incentives geared towards heritage businesses and small to medium-sized enterprises (SMEs) are set to positively impact the local economy. Discussions are also underway regarding the potential designation of Ovalau as a tax-free zone.

The agricultural sector will benefit from initiatives including a $1.4 million agrivoltaics project, a revival of dairy operations at St John’s College, development of a fruit nursery, upgrades to Lovoni farm roads, and the provision of seedling assistance to youth clusters.

Minister Immanuel reiterated that this strategic plan not only seeks to protect Levuka’s rich heritage but also aims to foster job creation, encourage investment, and promote long-term economic resilience. The government’s commitment to balancing development with heritage preservation is a hopeful sign for Levuka’s future, allowing the community to thrive while honoring its historical significance.
