The Ministry of Local Government and Housing, led by Minister Maciu Nalumisa, is taking significant steps to formalize 48 informal settlements as part of the Informal Settlement Upgrading Program. This initiative aims to provide stability and legal land tenure to families currently living in uncertain conditions. Minister Nalumisa expressed the importance of this strategy, stating, “What the ministry is now working on is trying to formalize 48 settlements that were acquired under the informal settlement upgrading programme,” which is fully funded by the ministry.
The plan includes a long-term goal of formalizing four settlements annually over the next twelve years. By gradually increasing formalized settlements, the ministry aims to bring a sense of security to families and ensure their legal rights to the land they occupy. The formalization efforts are comprehensive and focus on improving access to essential services such as clean water, sanitation, and infrastructure.
Nalumisa noted that the ministry has carefully identified the settlements based on specific criteria, including location and land status, to ensure that once legal processes are completed, the households can remain on the land legally. This aligns with a broader government strategy to alleviate housing demand, especially in urban centers like Suva.
Additionally, ongoing discussions within the government underscore the urgency of addressing informal settlements, with critiques from various leaders highlighting the need for comprehensive housing solutions. The situation is echoed by opposition voices who emphasized that around 20% of the Fijian population lives in these communities, which often lack basic amenities, contributing to elevated poverty rates and social challenges.
In previous initiatives, the government allocated substantial funds—approximately $10 million for upgrades—to enhance conditions in these settlements. With over 250 such communities identified, collective efforts from various stakeholders reflect a commitment to uplift living standards.
As the ministry manages its development leases and continues to seek partnerships to facilitate infrastructure improvements, there is a hopeful prospect that many families in Fiji will soon benefit from secure, affordable housing solutions.
