The Truth and Reconciliation Commission has initiated the process of inviting former Prime Minister Voreqe Bainimarama and George Speight to serve as “key witnesses” concerning significant political upheavals in Fiji’s history. The commission emphasized that neither of the two men will be labeled as “perpetrators,” aligning with the guidelines established by the Fiji Truth and Reconciliation Commission Act.

Commissioner Sekove Naqiolevu articulated that the legislation does not classify individuals as perpetrators, but rather identifies them as key witnesses or survivors of the political turmoil that has shaped the nation. “We are in conversation,” Naqiolevu stated, reinforcing that the Act clearly positions those who come forward in a different light.

Mr. Naqiolevu further explained that these individuals are encouraged to share their experiences and insights regarding their involvement in past events, providing an opportunity to shed light on their actions and motivations. He characterized this engagement as a goodwill invitation, indicating that participation is ultimately at the discretion of Bainimarama and Speight as they assess their own willingness to contribute to the dialogue.

Clarifying the terminology used within the Act, Naqiolevu noted that the focus is on restorative justice, where those who come before the commission are recognized as survivors and key witnesses. The commission is also in discussions with other individuals who may have caused harm during past conflicts, intending to bring them into the process as well. However, the commission does not possess the power to summon participants; rather, it extends invitations for voluntary engagement.

Naqiolevu highlighted that some reconciliation efforts have already begun, revealing a glimmer of hope for healing within the community. This initiative represents a significant step toward understanding and addressing the complexities of Fiji’s past, fostering a pathway for dialogue and recovery. Through this process, the commission aims to pave the way for a more united and harmonious future.
