Fiji tribunal weighs allegations against Corrections Service commissioner amid governance concerns

Minister for Justice and Acting Attorney General Siromi Turaga has alleged that Dr. Jalesi Nakarawa, the suspended Commissioner of the Fiji Corrections Service, demonstrated dictatorial behavior in his management approach. During a session of a three-member tribunal tasked with investigating his conduct, Turaga detailed a series of allegations against Dr. Nakarawa, including personal conflicts of interest and financial mismanagement.

Turaga reported that correction officers expressed fear and submitted multiple complaints regarding Dr. Nakarawa’s leadership style and his failure to consult with the Minister on policy changes. This, Turaga testified, showcased a significant disconnect between Dr. Nakarawa’s actions and the expectations set by the Constitution Offices Commission as well as his ministerial endorsement.

One significant accusation involves Dr. Nakarawa’s establishment of a Nurse Practitioner position and the subsequent appointment of his wife, Vakaloloma Nakarawa, to that role. Turaga stated that this appointment was a clear conflict of interest and not authorized by him, raising serious questions about governance within the Fiji Corrections Service.

In response to cross-examination by Dr. Nakarawa’s legal representative, Turaga pointed out that while sections of the Constitution give the Commissioner broad powers, these should not preclude adherence to oversight and transparency, especially regarding staff employment and structural changes within the service. He reiterated that all appointments should follow a competitive merit-based selection process.

The tribunal is currently in the process of gathering evidence and testimonies, with Turaga’s remarks illustrating the breakdown of communication between him and Dr. Nakarawa, who did not attend scheduled meetings due to purported illness. The presentation of confidential information on social media has further exacerbated tensions, leading to a notable decline in trust within the organization.

As the tribunal proceedings continue, they emphasize the government’s commitment to accountability and transparency within public institutions, which is particularly critical in the wake of this inquiry. The developments provide an opportunity for systemic reforms that could enhance governance and restore confidence in Fiji’s corrections system, paving the way for improved operational standards and public trust.
