Fiji to Join STCW-F 1995: Boosting Fishing Vessel Safety

Cabinet has approved public consultations regarding Fiji’s intention to join the International Convention on Standards of Training, Certification and Watchkeeping for Fishing Vessel Personnel (STCW-F) 1995. This convention was established to provide globally recognized standards concerning the training, certification, and watchkeeping of personnel working on fishing vessels.

The STCW-F 1995 applies to fishing vessels that are 24 meters or longer operating beyond inshore limits, specifically outside the 12-nautical mile territorial waters. By acceding to this convention, the Maritime Safety Authority of Fiji (MSAF) will gain the authority to enforce these training and certification standards for all foreign fishing vessels of this size that enter Fiji’s ports and operate within the country’s Exclusive Economic Zone (EEZ).

This move is expected to significantly improve maritime safety within Fiji’s Search and Rescue (SAR) region, reducing the chances of maritime accidents. Government officials emphasized that joining the STCW-F Convention reflects Fiji’s ongoing dedication to ensuring safer seas, enhanced regulations, and the safeguarding of lives at sea.

The STCW-F 1995 is a legally binding treaty that specifies minimum training and certification requirements for crews of fishing vessels, aiming to promote safety at sea and protect marine environments. This initiative aligns with Fiji’s broader commitment to enhancing maritime safety, which was underscored during recent legislative developments such as the Maritime Transport (Budget Amendment) Bill 2025, aimed at upholding international maritime safety protocols.

Together, these efforts signify Fiji’s proactive approach to improving its maritime governance while fostering trust among the public in the safety and reliability of maritime operations. As the country takes these steps towards regulatory enhancement, it sets a hopeful tone for the future of its maritime sector, providing a clear pathway for both economic growth and environmental protection.

Fiji’s journey towards improving maritime safety and compliance with international standards reflects a commitment to not only protect its waters but also to ensure the welfare of its citizens and those working at sea.
