Fiji Targets Road Safety with Random Drug Testing for PSV Drivers

The Land Transport Authority (LTA) has taken a strong stance against drug use among Public Service Vehicle operators and drivers, declaring a zero-tolerance policy in response to rising concerns from the Lautoka Zone Taxi Association. The association highlighted that excessive work hours and financial pressures could contribute to substance abuse behaviors among drivers.

LTA’s Chief Executive Officer, Irimaia Rokosawa, made it clear that while these factors exist, they are not acceptable excuses for engaging in illegal activities that jeopardize the safety of passengers and other road users. The authority has indicated that violations could lead to serious consequences, including license suspension or permit cancellation.

From January to October 2025, the LTA initiated 559 showcause proceedings, which involved 15 cases related to PSV drivers. This resulted in 11 suspensions and four cancellations. Amidst these developments, Rokosawa stressed that compliance history, including any drug-related infractions, would be a significant factor in the upcoming permit renewals scheduled for November 27.

In a positive move towards increasing safety measures, the LTA is finalizing regulations for random drug testing of drivers, with the Fiji Police Force collaborating to enforce these checks. This initiative aligns with international best practices previously successful in countries like New Zealand and Australia, and aims to support a safer driving environment.

Rokosawa expressed disappointment regarding the Lautoka Zone Taxi Association’s failure to utilize official channels to report concerns, encouraging stakeholders to actively participate in identifying offenders to aid enforcement efforts.

The forthcoming drug testing regulations are a constructive step towards ensuring the health and safety of both drivers and passengers. With proactive engagement from authorities and the taxi community, there is optimism for a significant reduction in drug-related issues, creating a more responsible environment within Fiji’s transportation sector. This collective commitment reflects a hopeful outlook for improved road safety and accountability among public service drivers.
