The Frank Hilton Organization has achieved a notable increase in early childhood referrals, marking significant strides in the early identification and intervention of developmental challenges nationwide. Health Minister Dr. Atonio Lalabalavu highlighted this progress during his ministerial statement regarding non-governmental organization grants in parliament.

Dr. Lalabalavu expressed his admiration for the organization’s expanding influence and the enhancement of Fiji’s disability support systems. Between 2020 and 2024, the Frank Hilton Organization has provided support to 2,200 children, assessed 1,993 children, and performed over 5,000 standardized assessments across the country.

“A key marker of success for the Frank Hilton Organization is the significant increase in infants and toddlers aged zero to two years accessing their services in recent years. Data indicates that from January to July 2024, there was a 95 percent rise in this age group compared to the same period in 2025,” stated Dr. Lalabalavu. This sharp increase represents a transformative change in how developmental concerns in early childhood are identified and addressed in Fiji.

Historically, children were often diagnosed much later in their development; however, a growing number of families are now proactively seeking assistance. Notably, 34 percent of referrals stem from self-referrals, highlighting an increasing awareness, acceptance, and trust in the services offered by the Frank Hilton Organization.

Opposition MP Hem Chand has also praised the NGO’s efforts across the nation, acknowledging that these organizations frequently operate with limited resources and depend heavily on volunteers. Despite the challenges posed by unpredictable donor funding, their consistent service to vulnerable groups remains impactful and essential.

In recognition of the organization’s vital role, the government has increased its grant allocation from $900,000 for the 2024–2025 financial year to over $1 million for the 2025–2026 period. This funding is aimed at enhancing assessment opportunities, therapy services, outreach efforts, and early intervention programs, ensuring continued support for children and families in need.

The progress of the Frank Hilton Organization embodies a hopeful narrative for families facing developmental challenges, as increased awareness and resources pave the way for a brighter future for children across Fiji.
