The Maritime Safety Authority of Fiji (MSAF) has announced new mandatory training requirements for all Fiji-certified seafarers, set to take effect from January 1, 2026. In compliance with the International Maritime Organization’s (IMO) directives, this new training will focus on the prevention of and response to violence and harassment at sea, encompassing issues such as sexual harassment, bullying, and sexual assault.

The updated training will be necessary for all Fiji-certified seafarers who are currently serving or plan to serve on international voyages. Seafarers who hold PSSR (Personal Safety and Social Responsibilities) certificates issued before the enforcement of this requirement must complete the newly mandated training component to remain eligible for international travel.

Upon successful completion of the training at an MSAF-approved Maritime Training Institute, participants will be issued a new PSSR certificate. MSAF has highlighted the importance of this amendment, indicating that starting from January 1, 2026, PSSR certificates lacking the updated training component may not be recognized by Flag States, Manning Agents, or Port State Control in various regions.

This initiative is part of a broader global movement aimed at enhancing safety, professionalism, and well-being for seafarers, ensuring they are well-equipped to handle incidents of violence and harassment on board. Seafarers and relevant industry stakeholders are encouraged to reach out to the Pacific Community Maritime Safety (PCMS) for information regarding local training schedules and specific compliance requirements.

The notice, issued by Acting Chief Executive Officer Iliesa Batisaresare on December 12, 2025, urges affected seafarers to take proactive steps to stay compliant and safeguard their overseas employment prospects. This move not only underscores the commitment to maritime safety but also aims to foster a secure and professional environment for all individuals working at sea.
