Fiji Pushes Ahead with NDC3.0, Eyes 2035 Climate Goals

Fiji has made significant strides in its climate action efforts, with the Minister for Environment and Climate Change, Mosese Bulitavu, announcing the submission of the country’s Third Nationally Determined Contribution (NDC3.0) in Parliament. This notable submission, made on November 6, 2025, embodies Fiji’s most ambitious and scientifically-informed climate commitment to date.

The NDC3.0 submission fulfills Fiji’s obligations under the Paris Agreement and the Climate Change Act, further solidifying the nation’s status as a global leader in climate advocacy, particularly among small island states that are grappling with severe climate change impacts.

A key element of NDC3.0 is the objective of reducing emissions in the energy sector by 36 percent by 2035. This ambitious target comprises a 12 percent reduction achieved through domestic efforts, while the remaining 24 percent will rely on international assistance. Fiji is also charting a course toward renewable energy, aspiring for nearly complete renewable electricity by 2030 and a total transition by 2035.

For the first time, dedicated mitigation targets for agriculture and waste management have been introduced. These targets include the adoption of biogas systems by farmers to help decrease emissions and innovative strategies aimed at reducing methane emissions from landfills and wastewater management systems.

Fiji has also set a national definition for loss and damage, which aims to guide future policy-making and ensure that support is aimed at the communities most affected by climate change, including coastal villages, farming communities, and vulnerable households.

Adaptation strategies are a central focus of NDC3.0, with plans to enhance food security, infrastructure, water sources, public health, and marine ecosystems—all of which are currently under threat. The government believes that the new commitments will bolster resilience against climate challenges in the future.

Minister Bulitavu informed Parliament that a Costed Implementation Plan is in the pipeline, which will detail the necessary funding and climate finance required to fulfill the commitments outlined in NDC3.0. He emphasized that NDC3.0 is more than a mere policy document; it symbolizes Fiji’s commitment to safeguarding its people, land, and future in the face of an escalating climate crisis.

With these ambitious targets and clear strategies in place, Fiji is not only protecting its environment but also setting an inspiring example for other nations to follow in the collective fight against climate change.
