A high-level consultation on revising the Fiji Police Force’s Use of Force Policy took place last week, an initiative aimed at aligning policing practices with international human rights obligations. This consultation was conducted in partnership with the UN Office of the High Commissioner for Human Rights, along with support from the UN Development Programme and UN Women, utilizing the resources of the UN Joint Peacebuilding Fund.

The event gathered 30 senior police officers and marks a significant progress in the comprehensive review of the policy. The main objective is to ensure that the policy is in line with the government’s Restore Blue initiative and adheres to human rights standards. A notable aspect of the review is the introduction of the Tactical Options Framework, originally implemented by the New Zealand Police, which seeks to improve decision-making regarding the use of force to ensure it is reasonable, necessary, and proportionate.

The policy update will also incorporate the Perceived Cumulative Assessment using the Threat, Exposure, Necessity, Response model and will introduce clear definitions, accountability mechanisms, and protections for vulnerable populations within the framework. Assistant Commissioner of Police Planning, Research, and Doctrine, Aporosa Lutunauga, emphasized the commitment to fostering a police culture centered on professionalism, integrity, respect, inclusiveness, courage, and compassion.

This review of the Use of Force Policy is seen as a step toward enhancing police accountability and reforming human rights practices within law enforcement in Fiji. Previous articles have noted the ongoing scrutiny of policing practices and the need for more extensive training focused on empathy and ethical action to strengthen community relationships. The hope lies in the potential for renewed trust between the Fiji Police Force and the communities they serve, as both aim for a shared vision of safety and justice.
