Fijian Prime Minister Sitiveni Rabuka has announced a significant restructuring of the country’s Counter Narcotics Bureau following instances of misconduct by its officers. The bureau, established in July 2024 as part of the National Counter Narcotics Strategy 2023-2028, will be fully integrated into the Fiji Police Force. This reorganization aims to centralize drug enforcement efforts and address integrity issues within the agency.

The bureau’s creation was initially intended to lead the charge against drug trafficking in Fiji, under the guidance of officers seconded from the Fiji Police Force. However, less than two years after its formation, the bureau’s reputation has been marred by allegations of unlawful possession of illicit drugs involving several officers. Notably, in May, two officers were caught in a drug smuggling operation at Nadi International Airport involving over four kilograms of methamphetamine. A recent incident also implicated two more officers in a liquid methamphetamine possession case.

Prime Minister Rabuka expressed his frustration, emphasizing the need for a reassessment and relocation of the bureau’s functions under the police. He has directed that the officers return to their original police units immediately. Amendments to the National Counter Narcotics Strategy are expected to shift the bureau’s oversight fully to the police, ensuring that all drug and criminal investigations are handled by law enforcement professionals.

The ongoing reformation underscores a broader government initiative to restore integrity within Fiji’s law enforcement agencies. Minister for Policing Ioane Naivalurua has indicated that a fresh intake of officers for the bureau will be conducted, focusing on candidates with proven integrity and resilience. There is an emphasis on zero tolerance for officers who violate their oaths of office.

The decision to restructure follows previous calls for reforms due to integrity issues and allegations of corruption within the police force. Collaborative efforts from the Fiji Police Force, the Fiji Revenue and Customs Service, and the Australian Federal Police have been praised in recent investigations, highlighting the importance of international cooperation in combating drug-related crimes.

The Fijian government’s commitment to reforming its narcotic enforcement strategies not only aims to address current challenges but also seeks to reinforce public confidence in its police force. Through comprehensive reforms, the country hopes to establish a robust and dependable law enforcement system that effectively tackles drug trafficking and promotes a safer environment for all Fijians.
